If you plan to start a private security agency in India, the very first thing you need is a licence under the Private Security Agencies (Regulation) Act, 2005 — commonly called the PSARA licence. No agency can provide private security guards or security services without it.

What is a PSARA licence?

PSARA regulates private security agencies across India. A licence is issued by the Controlling Authority of the State where the agency wants to operate. In Maharashtra, it is issued by the State’s Controlling Authority under the Home Department. If you want to operate in more than one State, you need a licence in each.

Who needs it?

  • Anyone starting a business that supplies security guards to offices, societies, factories, malls or events.
  • Facility management and manpower companies that also deploy security staff.
  • Existing agencies expanding into a new State.

Key requirements at a glance

  • A registered entity — proprietorship, partnership, LLP or private limited company.
  • Business registrations such as Shop & Establishment (Gumasta), GST, PF, ESIC and Professional Tax, depending on your structure and workforce.
  • An MoU with a recognised security training institute for training guards, supervisors and the owner, as required by the State’s PSARA rules.
  • Police verification of the directors / partners / proprietor.
  • Office address proof, identity documents and other supporting paperwork listed by the Controlling Authority.

Tip: Most delays happen because one registration or document is missing. We prepare a complete checklist for your entity type before anything is filed.

Where the MoU and training fit in

The PSARA rules require that guards and supervisors are trained by a recognised institute. That is why an applicant must submit a Memorandum of Understanding with a training institute. Through Rudolf Training Institute, we can provide the MoU and the training itself.

The process, step by step

  1. Form your entity and complete the base registrations.
  2. Sign the MoU with a training institute.
  3. Prepare and verify the PSARA application and documents.
  4. Submit to the Controlling Authority and complete police verification.
  5. Respond to any queries until the licence is issued.
